Innovations in Assessment Award - Nominations due April 30

The Innovations in Assessment Award recognizes a person or team for the development and application of an innovative personnel assessment tool or procedure which resulted in improved effectiveness, efficiencies, or cost savings. Individuals or teams in the personnel assessment field who have developed and applied an innovative personnel assessment tool or procedure — within both for-profit and not-for-profit organizations — in recent years are eligible for nomination. Additionally, self-nominations are allowed.

The Innovations in Assessment Award is presented annually at the IPAC Annual Conference. The winner receives an engraved plaque to commemorate the accomplishment, the opportunity to present a paper about the innovation at the Conference, and a waiver of the conference registration fees for one person. In addition, award recipient(s) will be invited to share their innovation with the IPAC membership.

Registration for the 2024 Annual Conference is now open!

We know that our members and colleagues are very excited about the opportunity to reconnect in-person with the professional community, and we are excited to be able to provide the format to do so. We are in the process of lining up great programming and experiences for HR and I-O professionals to network, learn, and present. Call for Proposals is Now Open!

Call for Proposals is now open for submissions through January 12, 2024, for presentations to be given at the 2024 IPAC Conference in New Orleans from July 28 through 31, 2024. The theme for the 2024 Conference is Innovations, Assessment, and All That Jazz!

The Annual IPAC Conference will provide in-person experiences for HR and I-O professionals to network, learn, and present. Session formats include symposia, panel discussions, debates, roundtables, tutorials, paper presentations, and student posters.

Submit a proposal to share some of the great work you are doing. More information on the types of presentations can be found on the IPAC Call for Proposals website. Also, please forward this email to others within your network and share the information on your social media channels.

Conference registration details will be announced soon. We look forward to seeing you at the 2024 IPAC Conference next July in New Orleans!

Kathy Stewart - Past President

Kathy Stewart is the Deputy Director, Strategic Transformation & People Analytics (STPA) at the U.S. Customs and Border Protection. She has been an active member of IPAC since 2012, serving as the vendor/sponsor chair in 2015, the conference chair in 2018, and in the three year president role (President-Elect, President, and Immediate Past President) from 2020-2022.

Erin Graham - Secretary

Erin is an Employment Assessment Program Coordinator at the Ohio Bureau of Workers' Compensation. She joined IPAC after the Columbus conference in 2013 and spent 7 years in various roles in GLEAN before transitioning to the IPAC BOD. For the last 2 years, Erin has served as the IPAC Secretary.

Bryan Sullivan - Director

Bryan Sullivan is a senior Examination and Classification Analyst with the Civil Service Commission for the city of Spokane, Wash. His current projects for the independent city commission include public safety assessment centers, classification studies, and a comprehensive review of the merit system rules. He has been a member of IPAC since 2009 and is completing a three-year term on the IPAC Board of Directors that started in 2020.

IPAC will remain forever grateful for all of you, and everything that you have done for IPAC. May you find all the success you deserve in whatever adventure awaits you!

Meet Dr. Diana R. Sanchez, Assistant Professor, San Francisco State University

Dr. Diana R. Sanchez has been working in the field of Human Resources for over 18 years. Her work has focused on technology-based solutions with an emphasis on workplace learning and development and assessment development and validation.

She is currently an Assistant Professor at San Francisco State University where she manages the Workplace Technology Research Lab which actively produces research on different forms of workplace technology used by organizations to manage human capital. The work she has produced has contributed to numerous conference presentations and peer-reviewed publications. She recently co-edited a special issue of the International Journal of Selection and Assessment with Dr. Richard Landers that focused on new innovations in Gamification and Game-Based Assessments.

She is also the founder of DRS Consulting LLC, a management consulting organization that builds custom solutions for companies based on their current needs. This work has recently emphasized the new assessment development and consulting on the implementation of new technologies to both train and assess employees.

Members and Friends,

I am excited to provide an update on IPAC activities this year; the 2022 Board of Directors and volunteers have been hard at work identifying programming and services to support and engage our membership.

So far this year, IPAC has held four events: (1) a webinar through the GLEAN Chapter on reducing bias in assessor ratings, (2) a Roundtable event discussing COVID’s impact on test administration and assessments, and (3) two Student/Early Career Learning Series events – one on structured interviews and one on validation. IPAC members can access our webinar content through our Insights Video Library.

We are excited to expand our webinar content – as well as plan some upcoming social events. So, stay tuned! Visit our events calendar for updates on our programming.

The 2022 IPAC Annual Conference is fast approaching, and I do hope you plan to visit us in San Diego July 17 to 20. This will be our first in-person conference since 2019 and we are eager to see you. We have a fantastic line-up of keynote speakers and programming coming your way. We also have awesome vendors and sponsors who will be joining us! Don’t miss out – visit the conference website to register for the conference and reserve your hotel rooms.

IPAC is successful because of our wonderful volunteers. Please consider giving your time back to the community by volunteering with IPAC. Submit Your Student Research for the James C. Johnson Student Paper Competition - Submit by April 11, 2022

The James C. Johnson Student Paper Competition is designed to recognize high-quality research conducted by students on topics related to personnel management. The winner of the competition is invited to present his or her paper at the 2022 IPAC Conference in San Diego July 17-20.

Graduate, undergraduate, and former students are invited to submit research papers to be judged on the basis of their contribution to the field. The winner will receive up to $600 in conference related travel expenses, free conference registration, a one-year membership in IPAC, and recognition in the IPAC newsletter.

Nominations Open for the 2022 Stephen E. Bemis Award

Nancy T. Tippins, 2021 Stephen E. Bemis Award Recipient

Do you know a personnel management practitioner who emulates the qualities of Stephen E. Bemis? As a sponsoring organization, each year IPAC submits a nomination to the Stephen E. Bemis Memorial Award Selection Committee for consideration. The IPAC Board would like your recommendations for who they should nominate this year.

At this point, we are not asking for a complete nomination packet. Rather, we are asking you as a member, to recommend an individual who demonstrates all of the following attributes:

1. An accomplished personnel measurement practitioner who is recognized for their on-going commitment to the principles of merit and fairness;

2. A professional who has made an impact in the field by their practical contribution(s) that has either resulted in an improved or new procedure; and

3. A concerned individual who is recognized for their commitment to assisting fellow practitioners, being available to them, and freely calling on them.

Get Involved with the Great Lakes Region Chapter of IPAC!

The Great Lakes Employment Assessment Network (GLEAN) is now recruiting chapter officers. GLEAN is a collaborative committee dedicated to furthering the mission of IPAC within the Great Lakes region and meets monthly to discuss best practices in employment assessment.

If you would like to nominate yourself or somebody else for the open positions, please contact Vice Chair Ty Smith at ty.smith@macys.com for the nomination form.

The two open positions are as follows:

The Treasurer shall have signatory responsibilities for GLEAN accounts, manage the GLEAN budget as approved by the IPAC Board of Directors, report regularly to the Chapter Chair, and ensure GLEAN financial statements, procedures, and controls are in place and practiced, consistent with sound financial management, including external review as appropriate, and in compliance with legal and regulatory guidelines. The Treasurer shall also provide updates to the IPAC Board of Directors when requested. Position will be held for 2 years.

The Membership/Marketing Chair will be responsible for seeking and implementing means in which to gain interest in IPAC/GLEAN and GLEAN events and activities. The Membership/Marketing Chair may appoint chapter members to the Membership/Marketing Sub-Committee and may establish sub-committees as needed to aid in the fulfillment of Membership/Marketing related goals. Position will be held for 2 years.

IPAC Student/Early Career Learning Series Presents: Current Topics in Equity Pay

The IPAC Student/Early Career Learning Series presents Current Topics in Pay Equity, facilitated by Lisa Harpe, Ph.D.

The last few years have seen a dramatic increase in the scrutiny of employers’ pay practices. As more states codify their own pay equity regulations and as employers face inquiries from shareholders, the public and their own employees, employers are taking an in depth look at the fairness of their compensation systems. Dr. Harpe will provide an overview of pay equity: what it is and how it is evaluated. Dr. Harpe will provide an overview of the legal and analytic framework for evaluating pay equity, including the differences between a wage gap and pay equity study and the different considerations when conducting a pay equity study in a proactive as opposed to reactive manner (e.g., after a legal inquiry or lawsuit).

Submit your research for the James C. Johnson Student Paper Competition

IPAC is offering the James C. Johnson Student Paper Award to recognize the achievements of students in the field of personnel management. See the full submission packet here.

Graduate, undergraduate, and former students are invited to submit research papers to be judged on the basis of their contribution to the field. The award winner will present the winning paper at IPAC’s Annual Conference on July 25-28, 2021. Due to the current situation with COVID-19, the 2021 conference will include both in-person and virtual content and the award winner can present their paper in either format.

The winner will also receive up to $600 in conference related travel expenses, free conference registration, a one-year membership in IPAC, and recognition in the IPAC newsletter. In addition, the University Department where the student’s research was completed will receive a plaque commemorating the student’s IPAC award achievement. All manuscripts for the 2021 competition must be e-mailed no later than May 1, 2021 to Dr. Christopher Nye at nyechris@msu.edu.

Legal Update: Gender-Normed Testing Standards

Gender-Normed Physical Test Standards

ISSUE
Is the FBI’s practice of using gender-normed standards for a measure of physical fitness a violation of Title VII? According to the plaintiff in Bauer v. Lynch, it is alleged that the FBI’s practice of having separate push-up requirements for both males and females is a violation of civil rights under Title VII. Bauer v. Lynch, No. 14-2323, (4th Cir. Jan. 11, 2016).

BRIEF ANSWER
Based on the opinion of the United States District Court for the Eastern District of Virginia, the practice is a violation. However, the United States Court of Appeals for the Fourth Circuit has vacated and remanded the decision for further proceedings. Because of this, at least in the interim, the practice has been upheld. Bauer v. Holder, 25 F. Supp. 3d 842 (E.D. Va. 2014).

RATIONALE
The policy at issue is that as a part of the statistical standardization, the FBI sought to normalize testing standards between men and women in order to account for their innate physiological differences. Bauer v. Lynch, No. 14-2323, (4th Cir. Jan. 11, 2016). The FBI reasoned that, due to such distinctions, equally fit men and women would perform differently in the same events. With that, male recruits at the academy are required to complete more push-ups than female recruits. Bauer v. Lynch, No. 14-2323, (4th Cir. Jan. 11, 2016).

Though the Appeals Court agrees that the standards are facially discriminatory, they found that no prior decision confronting the use of gender-normed physical fitness standards in the Title VII context has deemed such standards to be unlawful. In Powell, the court explained that “Title VII allows employers to make distinctions based on undeniable physical differences between men and women…where no significantly greater burden of compliance is placed on either sex.” Powell v. Reno, No. 96-2743, 1997 U.S. Dist. LEXIS 24169

RULE
“An employer does not contravene Title VII when it utilizes physical fitness standards that distinguish between the sexes on the basis of their physiological differences but impose an equal burden of compliance on both men and women, requiring the same level of physical fitness in each. Because the FBI purports to assess physical fitness by imposing the same burden on both men and women, this rule applies to Bauer’s Title VII claims.” Bauer v. Lynch, No. 14-2323, (4th Cir. Jan. 11, 2016).

WHAT’S NEXT
The Appeals Court in this case has vacated the District Court’s summary judgment verdict for Bauer. Further, the Appeals Court remands to the District Court on the basis that the District Court reviewed the case and granted summary judgment on an improper legal standard. With that, Bauer’s summary judgment is vacated and the case is remanded for review under the standard set forth by the Appeals Court, and the motion for summary judgment by the United States is to be reconsidered by the District Court.

This award recognizes an individual or a work group for the development of an innovative personnel assessment tool, the use of an existing assessment tool in an innovative manner, or general innovations in assessment policies or procedures which resulted in improved effectiveness, efficiencies, or cost savings. You may nominate yourself or someone in our field who has developed an innovative tool or technique.

The Innovations in Assessment Award will be presented at the upcoming IPAC Conference that will be held July 19-22, 2015 in beautiful Atlanta, Georgia. The winner will receive an engraved plaque to commemorate the accomplishment, the opportunity to present a paper about the innovation at the IPAC conference, and a waiver of the conference registration fee for one person. This interactive poster session will provide students a forum for sharing their research and honing their presentation skills in a conference setting. This is also an opportunity to receive valuable feedback, brainstorm ideas for future research, and identify useful resources from a diverse group of HR and assessment professionals. Students may submit a proposal to present their academic or applied work for this session. Submissions may include completed research, applied projects, or theoretical work. Please view the Call for Proposals for additional details on this poster session. All proposals must be submitted using IPAC’s online submission system. Student Paper Competition

The annual James C. Johnson Student Paper Competition recognizes the contributions of students in the field of personnel assessment. Papers must be theses, dissertations, or other student papers that describe original research conducted by the author while a student. The award winner will present the winning paper at IPAC’s Annual Conference. The winner will receive $600 coverage of conference related travel expenses, free conference registration, one-year membership in IPAC, and recognition in the widely read ACN newsletter. In addition, the University Department where the student’s research was completed will receive a plaque commemorating the student’s IPAC award achievement. IPAC is seeking student volunteers to assist with onsite conference activities July 19-22, 2015. The student conference registration fee will be waived for each student that serves a minimum of 4 hours. As a sponsoring organization, each year IPAC submits a nomination to the Stephen E. Bemis Memorial Award Selection Committee for consideration. The IPAC Board would like your recommendations for who they should nominate this year.

The Stephen E. Bemis Memorial Award is jointly sponsored by many of the nation’s major assessment and testing associations. The purpose of the award is to recognize and honor an outstanding individual who demonstrates the qualities of Stephen Bemis. Attached are the criteria for the award. Also included in the attachment is a list of past recipients of the award. Last year the award was presented to Rod Freudenberg at the IPAC conference in Las Vegas. This year the award will be presented at the IPAC conference in Columbus, Ohio July 22-24, 2013.

At this point we are not asking for a complete nomination packet. Rather, we are asking you as a member to recommend an individual who demonstrates all three of the following attributes:

1. An accomplished personnel measurement practitioner who is recognized for his/her on-going commitment to the principles of merit and fairness;

2. A professional who has made an impact in the field by his/her practical contributions(s) that have either resulted in an improved or new procedure; and

3. A concerned individual who is recognized for his/her commitment to assisting fellow practitioners, being available to them, and freely calling on them.

For now, the equivalent of a standard page or two describing how the person you recommend for nomination meets the criteria above (specified in more detail in this document) would be sufficient. If selected as the IPAC Nominee for the Bemis Award, a two to four page nomination packet will be prepared and submitted to the Bemis Award Selection Committee during the month of April.

Recommendations for IPAC’s Bemis Award nomination need to be sent to me at joinerda@pacbell.net by Friday, March 29, 2013. I will then submit all recommendations I receive to the IPAC Board for a decision at their board meeting the first week of April.

There are many human resource professionals who are doing great work for our profession and who are emulating the characteristics of Steve Bemis summarized above. I encourage you to give some thought to this and help us identify at least one worthy individual to nominate. The IPAC Nominee does not need to be an IPAC member.

The Annual James C. Johnson Student Paper Competition (2011-2012)

IPAC is offering the James C. Johnson Student Paper Award that will recognize the achievements of students in the field of personnel management. Graduate, undergraduate, and former students are invited to submit research papers to be judged on the basis of their contribution to the field. The award winner will present the winning paper at IPAC's Annual Conference in Columbus, OH, July 21-24, 2013. The winner will receive up to $600 in conference related travel expenses, free conference registration, one-year membership in IPAC, and recognition in the widely read IPAC newsletter. In addition, the University Department where the student's research was completed will receive a $500 grant and a plaque commemorating the student's IPAC award achievement.

IPAC 2013 Innovations in Assessment Award

The International Personnel Assessment Council (IPAC) is pleased to announce that nominations for the 2013 Innovations in Assessment Award will be accepted starting April 15 through May 12, 2013. This award recognizes an individual or a work group for the development of an innovative personnel assessment tool, the use of an existing assessment tool in an innovative manner, or general innovations in assessment policies or procedures which resulted in improved effectiveness, efficiencies, or cost savings. You can nominate someone in our field who has developed an innovative tool or technique. Individuals and work teams are invited to nominate themselves as well.

The Innovations in Assessment Award will be presented formally at the IPAC Conference to be held July 21-24 in Columbus, Ohio. The winner will receive an engraved plaque to commemorate the accomplishment, the opportunity to present a paper about the innovation at the IPAC conference, and a waiver of the conference registration fee for one person. In addition, award recipient(s) will be invited to share their innovation with the IPAC membership in a future issue of the Assessment Council News.
