HUMAN RESOURCE MANAGER
Salary Range: $68,070 - $108,820
HIRE RATE: $68,070 - $85,010 (depending on qualifications) *
*In accordance with Personnel Board Rule 5.2 (A), at the discretion of the Appointing Authority, an applicant may be appointed up to the mid-range of the pay plan for professional and technical classifications.
Description: The Human Resource Manager performs professional administrative and supervisory work in directing the activities of several major human resource functions associated with public employment, including, but not limited to, recruitment and selection, candidate evaluation and processing, job analysis, and classification and compensation.
Minimum Qualification Requirements: Bachelor's degree from a recognized college or university in personnel or public administration, business, psychology or closely related field, preferably a master's degree and a minimum of five years experience in public personnel administration including a minimum of one year at the level of Personnel Analyst II; or a combination of education and experience equivalent to these requirements.
About Mobile County Personnel Board
Mobile County Personnel Board staff recruits applicants, develops and administers examinations, and creates eligible lists for the Mobile County Merit System, which encompasses 22 local government agencies, 890+ job classifications, and approximately 5,000 employees in Mobile County, Alabama. In 2018, we received almost 18,000 applications from candidates across the nation.
Within our department, we are a staff of approximately 30 employees who perform a variety of responsibilities for the Mobile County Merit System. Among those responsibilities, we review and evaluate applications, develop and administer a variety of examinations, and we review and audit payrolls for each of our jurisdictions. We strive to provide optimum customer service to our applicants, jurisdictions, and Merit System employees. The Human Resource Manager will supervise 6-10 staff members engaged in recruitment and selection, candidate evaluation, classification and compensation, personnel assessment, and other activities.
We are located in southwest Alabama in the historic City of Mobile. With an annual average temperature of 67°, Mobile is home to various industries with significant economic and global impact, and we are in close proximity to Gulf Coast beaches.
