Executive Council Report

The second calendar 1998 meeting of the IPMA Executive Council was held on Saturday, October 3, 1998, in Orlando, Florida. The meeting was held just prior to the IPMA International Training Conference. Provided below are the highlights of the issues that were discussed at the meeting. If you have any questions or suggestions regarding any of the issues, please let me know. The agenda items discussed at the meeting included:
International Training Conference
The Executive Council reviewed plans and registration status for the Internal Training Conference and the Conference Exposition commencing the next day. (Note: The conference was well attended with positive comments on the program and the experience. Notable sessions included the IPMAAC-sponsored pre-conference workshop by Harry Brull on "Internal Consulting," the IPMAAC-sponsored concurrent by James Beninati and Ted Darany on "Assessment of Competencies," the plenary address on "Winning The Service Game" by Dr. Ben Schneider, multiple sessions by the USOPM on topics ranging from practical uses of competencies to selling public service, and the plenary address by Dave Ulrich on "Adding Value Through HR.")
IPMA Long-Range Strategic Plan
A report was provided on the progress that has been made in implementing the nine strategic goals contained in the Association's Long-Range Strategic Plan.
IPMA Human Resource Competency Model
The Executive Council reviewed the training modules that have been developed implementing the IPMA Human Resource Competency Model and the plans for delivery of the modules. All of the modules were offered at the Orlando International Training Conference. The Association is interested in partnering with the chapters, regions and sections in order to have wide distribution of the IPMA Competency Model. (On October 4th, the IPMAAC Board discussed offering one or more modules in conjunction with the June 1999 conference. Options are being discussed and explored by the Program Committee.)
IPMA/NASPE Benchmarking Project
The Executive Council discussed the benchmarking project that has been undertaken by the Association with the National Association of State Personnel Executives. The Association has undertaken a survey of IPMA agency members and has created a database containing the results. The database is part of the IPMA web site. The database includes the identification of best practices. The initial benchmarking effort examined recruitment and selection; recruitment, selection and retention of information technology personnel; and training and development. In 1999, the Association will undertake additional benchmarking activities.
IPMA/ACA Compensation and Benefit Seminars
The Executive Council reviewed the compensation and benefits seminars that are being developed by IPMA and the American Compensation Association (ACA). Two seminars in the series, New Strategies for Public Sector Compensation and Managing Classification/Compensation in a Broadbanding Environment were offered in Orlando. A total of eight seminars will be developed.
IPMA/Career Mosaic Public Sector Job Site
The Executive Council discussed the new partnership that IPMA has entered into with Career Mosaic for the establishment of a public sector job site on the internet. The public sector job site is part of the Career Mosaic site on the internet. Career Mosaic has about 4 million visitors a month to its web site. The Association believes this will be an important recruitment tool for public sector employers. IPMA members listing jobs on this site will receive a discount.
IPMA Exchange Programs
The Executive Council reviewed the exchange programs that the Association has established with international organizations. IPMA currently has exchange programs with the Canadian Public Personnel Management Association, the Society of Chief Personnel Officers in Great Britain and the Institute of Municipal Personnel Practitioners of Southern Africa.
Chapter/Region/Section Leadership Conference
The Executive Council discussed the Chapter/Region/Section Leadership Conference that was held in August. There were 45 participants at the Conference and the evaluations were very positive. The Association will conduct the third annual Leadership Conference in August 1999.
1999 Proposed Work Plan and Budget
The Executive Council reviewed the proposed work plan and budget for the Association in 1999.
Resolutions Committee Report
The Executive Council reviewed the Resolutions Committee report. There was one resolution that was approved by the Resolutions Committee. The resolution reiterates the Association's opposition to mandatory Social Security coverage for state and local employees. (Note: The resolution was passed by the members in attendance at the annual business meeting that was held on October 7th.)
Government Affairs
The Executive Council discussed developments in the following government affairs activities: sexual harassment, Fair Labor Standards Act, public pension plans, employer-provided educational assistance, Americans with Disabilities Act, affirmative action, and the Family and Medical Leave Act.
Year 2000 Computer Issues
The Executive Council was briefed on plans to ensure that the Association's computer system meets all year 2000 compliance issues.
1999 IPMA Committees
The Executive Council reviewed the rosters for the 1999 IPMA Committees that have been appointed by Philip Kundin, IPMA President-Elect.
The next meeting of the Executive Council is scheduled for March 13, 1999 in Washington, D.C. Please let me know of any issues you wish brought to the attention of the Council.
